Constitution of the Council and Supplementary Provisions
 
  PART 1
  CONSTITUTION OF THE COUNCIL
     1. - (1) The members of the Council shall be appointed as follows-
 
 
    (a) two by the British Medical Association;
 
    (b) two by the Institute of Trichologists;
 
    (c) two by the National Consumer Council;
 
    (d) two by the National Association of Citizens Advice Bureaux;
 
    (e) one by the Institute of Trading Standards Administration;
 
    (f) one by the Health and Safety Executive;
 
    (g) one by the Association of Personal Injury Lawyers;
 
    (h) one by the Chief Opposition Whip in the House of Commons;
 
    (i) two by the Secretary of State;
 
    (j) five, who shall be employers of persons engaged in hairdressing or self-employed persons engaged in hairdressing, by such hairdressing employers' associations as the Secretary of State may prescribe;
 
    (k) five, who shall be persons employed in hairdressing, by such hairdressing employees' associations as the Secretary of State may prescribe.
     2. In appointing members of the Council under paragraph 1 above, the appointing organisations referred to in that paragraph shall have regard to the relevant experience and expertise of candidates for appointment.
 
     3. Each of the appointing organisations or groups referred to in paragraph 1 of this Schedule shall have the right to change their appointed person or persons at any time by advising the Registrar of the Council in writing.
 
     4. In this Schedule, "Chief Opposition Whip" shall have the same meaning as in section 2 of the Ministerial and other Salaries Act 1975.
