Energy Efficiency (Information) Bill
1.Amendment of the Building Regulations.
2.Short title.





Improve the gathering and provision of information on the energy efficiency of homes.

BE IT ENACTED by the Queen's most Excellent Majesty, by and with the advice and consent of the Lords Spiritual and Temporal, and Commons, in this present Parliament assembled, and by the authority of the same, as follows:-

Amendment of the Building Regulations.     1. - (1) Regulation 14A (energy rating) of the Building Regulations 1991, as amended by the Building Regulations (Amendment) Regulations 1994, ("the regulation") is amended in accordance with this section.
      (2) For paragraph (2) of the regulation there is substituted-
    "(2) Where this regulation applies, the person carrying out the building work shall calculate the energy rating of the dwelling by means of the standard assessment procedure approved by the Secretary of State and shall-
    (a) give notice of the SAP rating of the dwelling to the local authority in the form of a certificate which bears the SAP logo; and
    (b) take reasonable steps to ensure that the SAP rating of the dwelling is included in any promotional literature relating to the sale, exchange or letting of the dwelling."
      (3) After paragraph (3) of the regulation there is inserted-
    "(3A) In this regulation-
    "SAP rating" means an energy rating which has been calculated using the standard assessment procedure approved by the Secretary of State; and
    "SAP logo" means a mark issued by the Secretary of State under his standard assessment procedure.".
Short title.     2. This Act may be cited as the Energy Efficiency (Information) Act 1998.
