Expenses.     5. There shall be paid out of money provided by Parliament any increase in expenses incurred by the Secretary of State arising from any increase in grant in aid to the Environment Agency or to the Scottish Environment Protection Agency under the Environment Act 1995 which is attributable to this Act.
 
Interpretation.     6. In this Act-
 
 
    "appropriate authority" means, in relation to England and Wales, the Environment Agency, and in relation to Scotland, the Scottish Environment Protection Agency;
 
    "the minimum content" means, in respect of any relevant period-
 
      (a) until 31st December 2002, 40 per cent by weight,
 
      (b) from 1st January 2003 until 31st December 2005, 65 per cent by weight,
 
      (c) from 1st January 2006 until 31st December 2009, 70 per cent by weight,
 
      (d) from 1st January 2010, 80 per cent by weight;
 
    "newspaper" means-
 
      (a) any newspaper as defined in section 1 of the Newspaper Libel and Registration Act 1881,
 
      (b) any newspaper as defined in section 7(5) of the Defamation Act 1952, or
 
      (c) any newspaper registered as a newspaper at the Post Office pursuant to a scheme made under section 28 of the Post Office Act 1969;
 
    "newspaper publisher" means a person who in the course of business publishes a newspaper;
 
    "newsprint" means paper on which a newspaper is printed;
 
    "relevant period" means any period of six months commencing on 1st January or on 1st July in any calendar year.
Corresponding provision for Northern Ireland.     7. An Order in Council under paragraph 1(1)(b) of Schedule 1 to the Northern Ireland Act 1974 which states that it is made only for purposes corresponding to those of this Act-
 
 
    (a) shall not be subject to paragraph 1(4) and (5) of that Schedule (affirmative resolution of both Houses of Parliament), but
 
    (b) shall be subject to annulment in pursuance of a resolution of either House of Parliament.
Short title, commencement and extent.     8. - (1) This Act may be cited as the Recycled Content of Newsprint Act 1998.
 
      (2) This Act shall come into force on 1st January or 1st July first falling after this Act has been passed, whichever is the sooner.
 
      (3) Sections 1 to 6 of this Act do not extend to Northern Ireland.
