Establishment and procedure of the Football Levy Board.     1. - (1) There shall be a Football Levy Board (in this Act referred to as "the levy board") which shall be charged with the duty of assessing, collecting and applying for purposes in support of association football clubs, monetary contributions from football organisations.
 
      (2) The levy board shall consist of-
 
 
    (a) a chairman and two other members appointed by the Secretary of State, being persons who the Secretary of State is satisfied are knowledgable about association football and have a working understanding of the game but who hold no office or directorships with any particular association football club;
 
    (b) two members appointed by the Football Association;
 
    (c) two members appointed by the Football League;
 
    (d) one member appointed by the Premier League;
 
    (e) one member appointed by the Professional Footballers Association;
 
    (f) one member appointed by the Football Trust;
 
    (g) one member appointed jointly by the British Broadcasting Corporation, the Independent Television Commission, the Welsh Authority and the Radio Authority (in this Act referred to as "the broadcasters").
      (3) The Secretary of State may by order made by statutory instrument amend any of the provisions in subsection (2) above and any such order shall be subject to annulment in pursuance of a resolution of either House of Parliament.
 
      (4) Any person appointed to be a member of the levy board under subsection (2)(a) above shall hold and vacate office in accordance with the terms of the instrument under which he was appointed; and any person appointed under any other subsection may be removed from the board at any time by the body by whom he was appointed.
 
      (5) The Football Association, the Premier League, the Football League, the Professional Footballers Association, the Football Trust and the broadcasters respectively may from time to time appoint a person to act in the place of a member of the levy board appointed by them at any meeting of the levy board at which that member is unable to be present, and while so acting any such person shall be deemed for the purposes of any act or proceedings of the levy board to be a member of that board.
 
      (6) The levy board shall be a body corporate and shall have perpetual succession and a common seal.
 
      (7) The levy board may pay the chairman and the two other members appointed by the Secretary of State such remuneration, and to any other member of the board travelling, subsistence or other allowances at such rates as the board may with the approval of the Secretary of State determine.
 
      (8) The levy board may appoint officers, staff and agents on such terms as to remuneration, pensions or otherwise as the board may determine.
 
      (9) The levy board may regulate their own procedure and make standing orders governing the conduct of their business.
 
      (10) No act or proceedings of the levy board shall be questioned on account of any vacancy in the number of members thereof or on account of the appointment of any member having been defective.
