Registered Establishments (Scotland) Bill
 
 EXPLANATORY AND FINANCIAL MEMORANDUM
 
  Clause 1(1) of the Bill amends section 61(1) of the Social Work (Scotland) Act 1968 to extend the categories of establishments which have to register under Part IV of that Act to establishments which provide care or support otherwise than as required for the purposes of the Social Work (Scotland) Act 1968 or the Children (Scotland) Act 1995.
 
  Clause 1(2) of the Bill extends the Secretary of State's regulation-making power under section 60 of the Social Work (Scotland) Act 1968 to cover the new categories of registrable establishments added by clause 1(1).
 
  Clause 1(3) makes a consequential amendment in relation to voluntary registration of establishments.
 
  Clause 2 specifies the short title and extent of the Bill.
 
 Financial Effects of the Bill
 
  This Bill will not lead to any increase in public expenditure funded by UK taxpayers as a whole. Any costs of registration will be borne by local authorities but the local authorities must have regard to these when setting registration fees.
