| EXPLANATORY MEMORANDUM | |
| The Bill remedies a defect in the Licensing Act 1964, under which only licensees and their servants can be convicted of selling alcohol to persons under age. The Bill reflects modern forms of ownership in the licensed trade by extending the class of persons who may commit offences in this area to all those working in licensed premises. | |
