Levy schemes.     3. - (1) The levy board shall from time to time prepare a scheme-
 
 
    (a) providing for the monetary contributions mentioned in section 1 of this Act to be paid by way of a levy;
 
    (b) designating the football organisation or organisations on which the levy shall be raised; and
 
    (c) making such further provision as may in the opinion of the board be necessary or desirable for the proper conduct of the levy and for the making of payments out of moneys raised under the levy.
      (2) Schemes under this section shall be subject to approval with or without modifications by the Secretary of State.
 
      (3) A scheme approved by the Secretary of State shall be made by statutory instrument which shall be subject to annulment in pursuance of a resolution of either House of Parliament.
