Energy Programme

Mr. Matthew Taylor: To ask the President of the Board of Trade if she will give a breakdown of the expenditure on promotion for the energy programme for (a) 1995-96, (b) 1996-97 and (c) 1997-98. [1006]

Mr. Battle: Net expenditure on promotion within the energy programmes was approximately £3.5 million in 1995-96 and £2.7 million in 1996-97. Current plans for 1997-98 are approximately £3.2 million. The expenditure relates to new and renewable and clean coal technology and the oil and gas supplies industries.

The current plans will be included in the Comprehensive Spending Review, announced by the Chief Secretary to the Treasury on 11 June 1997, under which the Government will be considering the balance of activities within the spending plans it inherited to ensure that they reflect the Government's priorities.

The promotion budget handled by the Oil, Gas and Petrochemicals Supplies Office (OSO), which was £1.2 million in 1995-96 and £0.97 million in 1996-97 with current plans for 1997-98 of £1.5 million, is primarily used for export promotion on trade fairs, missions and seminars in the oil and gas supplies industries. The expenditure within the new and renewable and clean coal areas, which was £2.3 million in 1995-96 and £1.7 million in 1996-97 with current plans for 1997-98 of £1.7 million, is on technology transfer activities including commercialisation, export promotion and disseminating information to industry in publications, seminars and workshops.

WALES

Devolution Referendum

Mr. Alan Williams: To ask the Secretary of State for Wales, pursuant to the speech made by the hon. Member for Neath (Mr. Hain) to the Institute for Public Policy Research in Cardiff, what evidence there is to support his contention that the Welsh economy will be badly hit and thousands of jobs will disappear in the absence of a yes vote in the referendum. Mr. Ron Davies: The global market for inward investment on which Wales relies so heavily is becoming intensely competitive. Ten years ago there were only three Development Agencies actively operating in Japan; today there are 88 from Europe alone. In this climate, the economic development of Wales needs the clear leadership and dedicated attention to local priorities that can best be provided by an elected Assembly.

Mr. Ieuan Wyn Jones: To ask the Secretary of State for Wales (1) what proportion of the Wales Arts Council funding for the visual arts is devoted to promoting the work of artists working and living in Wales; [3015]

Mr. Ron Davies: These are operational matters for the Arts Council and I will ask the Chief Executive to write to the hon. Member with the information requested. A copy of this letter will be placed in the Library of the House.

Sarn-y-Bryn Caled Road Junction

Mr. Opik: To ask the Secretary of State for Wales if he will make a statement on plans for the redevelopment of Sarn-y-Bryn Caled road junction, Welshpool, indicating the timetable for redevelopment; and if he will ensure that 40 miles per hour speed limits are implemented until any permanent safety changes are made. Mr. Hain: The provision of a roundabout at the Sarn-y-Bryn Caled junction is included in the current Welsh Office roads programme. Work is anticipated to start in spring 1998 subject to the satisfactory completion of statutory procedures, acquisition of land and availability of finance. As an interim measure the Department has already taken steps to implement a 40 mph speed limit together with other measures to improve safety at this junction.

Assisted Places Scheme

Mr. Barry Jones: To ask the Secretary of State for Wales (1) what estimate he has made of the amount of public money spent on the assisted places scheme since its inception; [3596]

Mr. Hain: I refer my hon. Friend to the reply I gave him on Wednesday 11 June 1997, Official Report, column 487.

Mr. Jones: To ask the Secretary of State for Wales what estimate he has made of the amount of public money that must be provided to the assisted places scheme up to the cessation of the scheme; and if he will make a statement. [3597]

Mr. Hain: Subject to Parliamentary approval of the Education (Schools) Bill, the assisted places scheme will be phased-out over a period of 7 years. The total cost of the scheme over that time is estimated at around £20 million.

Pupil-teacher Ratios

Mr. Barry Jones: To ask the Secretary of State for Wales what was the pupil to teacher ratio in (a) infant and (b) primary schools in (i) 1979 and (ii) 1996; and if he will make a statement. [3598]

BSE

Mr. Martyn Jones: To ask the Minister of Agriculture, Fisheries and Food if he will list by cattle breed the number of cattle clinically confirmed as having BSE in the United Kingdom for each year since 1985, together with an estimate of the total number of resident cattle of each of these breeds within the United Kingdom in each year, indicating the percentage that the number of confirmed cases represents for each breed of cattle.
