Since 1990 and up to 1997, the number of contracts has increased only marginally, by 10 per cent.--yet the cost to the taxpayer for that 10 per cent. increase is £140 million. Perhaps the hon. Member for East Worthing and Shoreham (Mr. Loughton) will explain why taxpayers' money should be used to benefit a very few people who had already decided what they would do. Mr. Loughton
