Pensioner Incomes

Mr. O'Hara: To ask the Secretary of State for Social Security if she will estimate the percentage and number of pensioners who have an annual income of £2,000 or less in addition to state benefits including the state pension. [28625]

Mr. Denham: The information is not available in the format requested. Such information as is available is set out in the table.

If pensioner units received a weekly income of £38.50 for 52 weeks of the year then their annual income would be £2,002.

Pensioner units with weekly income of less than £38.50 excluding state benefits

Notes:

1. The information is based on gross unequivalised weekly income before housing costs and benefit income at July 1995 prices.

2. The Pensioners' Income Series gives estimates for pensioner units. A pensioner unit is defined as a single person over State Pension Age (SPA) or a couple where the man, defined as the head, is over SPA.

3. Numbers of pensioner units are rounded to the nearest 50,000, percentages to the nearest 1 per cent.

9 Feb 1998 : Column: 82

Mr. Mandelson: I attend meetings with the Prime Minister and other Ministerial colleagues on a regular basis in the course of my duties. I have attended very few press briefings.

EDUCATION AND EMPLOYMENT

Achievement Targets

Mr. Dorrell: To ask the Secretary of State for Education and Employment for what reasons he uses data based on eligibility for, or uptake of, free school meals in setting achievement targets for primary and secondary schools. [26802]

Ms Estelle Morris [holding answer 4 February 1998]: The Government view is that poverty is no excuse for failure. It is for individual schools, in discussion with their LEAs, to set appropriately challenging achievement targets, which reflect national targets such as those for literacy and numeracy. All schools, regardless of the socio-economic characteristics of their pupils, are capable of improvement.

Local Authority Budgets

Mr. Don Foster: To ask the Secretary of State for Education and Employment what was the (a) overall education budget, (b) general schools budget and (c) aggregated schools budget for each local education authority in 1997-98. [27541]

Mr. Byers [holding answer 5 February 1998]: The following table sets out, for each local education authority in England, its education budget, General Schools Budget (excluding capital) and Aggregated Schools Budget for the year 1997-98. Capital and related expenditure has been excluded from GSB figures to ensure consistency with the education budget figures, which represent revenue expenditure only.

These do not include expenditure on Grant Maintained Schools budgets which is recouped from LEAs.
