2Welsh Grand Committee,—Mr Barry Jones reported from the Welsh Grand Committee, That it had considered the Matter of the Government's programme for Wales, referred to it on 12th June, and had directed him to report accordingly to the House.

Minutes of Proceedings of the Committee to be printed [No. 96].

3Scottish Grand Committee (Business and Sittings),—Ordered, That—

(1) during the present Parliament, Standing Orders Nos. 99 (Scottish Grand Committee (substantive motions for the adjournment)) and 100 (Scottish Grand Committee (sittings)) shall have effect subject to the following modifications—

(i) in paragraph (3) of Standing Order No. 99, for lines 19 to 30 there shall be substituted—

“(3) The days specified for the consideration of motions for the adjournment of the committee under this order shall be allocated as follows—

(a) four at the disposal of the government;

(b) two at the disposal of the leader of the largest Opposition party in Scotland; and

(c) two at the disposal of the leader of the next largest Opposition party in Scotland:”; and

(ii) in paragraph (1) of Standing Order No. 100 there shall be substituted for the word “twelve” in line 21 the word “eight”.

(2) the Speaker shall put forthwith the Question on any Motion to vary the provisions of this Order, and proceedings thereon may be disposed of after the time for opposed business.—(Mr Henry McLeish.)

6Contracting Out,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That the draft Contracting Out (Functions in relation to the provision of Guardians Ad Litem and Reporting Officers Panels) Order 1997, which was laid before this House on 6th June, be approved—(Mr Jim Dowd):—It was agreed to.

(b) the profits of the undertaking in the period after the flotation show that the company was benefitting on that date from a windfall from that flotation—(Mr Chancellor of the Exchequer);

2Ways and Means,—The windfall tax,—The Order of the Day being read, for resuming the adjourned Debate on the Question proposed [2nd July], That provision may be made for imposing a tax on the amount of the windfall from which a company was benefiting on 2nd July 1997 in any case where—

(a) an undertaking whose privatisation involved the imposition of economic regulation has been privatised by means of a flotation; and

(b) the profits of the undertaking in the period after the flotation show that the company was benefiting on that date from a windfall from that flotation;

And the Question being again proposed:—The House resumed the adjourned Debate.

Ordered, That the Debate be now adjourned.—(Mr Robert Ainsworth.)
