Friday 6th February 1998.

The House met at half-past Nine o'clock.

PRAYERS.

1Message from the Lords,—A Message was brought from the Lords, as follows:

Human Rights Bill [Lords],—The Lords have passed a Bill, intituled An Act to give further effect to rights and freedoms guaranteed under the European Convention on Human Rights; to make provision with respect to holders of certain judicial offices who become judges of the European Court of Human Rights; and for connected purposes; to which the Lords desire the concurrence of this House.

2Human Rights Bill [Lords],—The Human Rights Bill [Lords] was read the first time; and ordered to be read a second time on Monday 9th February and to be printed [Bill 119].

3Energy Efficiency Bill,—The Energy Efficiency Bill was, according to Order, read a second time and stood committed to a Standing Committee.

4Employment (Age Discrimination in Advertisements) Bill,—The Order of the day being read, for the Second Reading of the Employment (Age Discrimination in Advertisements) Bill;

And a Motion being made, and the Question being proposed, That the Bill be now read a second time;

And it being half-past Two o'clock, the Debate stood adjourned.

Ordered, That the Debate be resumed on Friday 13th February.

5Energy Conservation (Housing) Bill,—The Energy Conservation (Housing) Bill was, according to Order, read a second time and stood committed to a Standing Committee.

6Lead in Paint (Health and Safety) Bill,—The Order of the day being read, for the Second Reading of the Lead in Paint (Health and Safety) Bill;

Ordered, That the Bill be read a second time on Friday 24th April.

7School Children's Clothing and Footwear (Value Added Tax) Bill,—The Order of the day being read, for the Second Reading of the School Children's Clothing and Footwear (Value Added Tax) Bill;

Ordered, That the Bill be read a second time on Friday 27th March.

8Warm Homes and Energy Conservation (Fifteen Year Programme) Bill,—The Order of the day being read, for the Second Reading of the Warm Homes and Energy Conservation (Fifteen Year Programme) Bill;

Ordered, That the Bill be read a second time on Friday 24th April.

9Labelling of Products Bill,—The Order of the day being read, for the Second Reading of the Labelling of Products Bill;

Ordered, That the Bill be read a second time on Friday 3rd July.

10Chronically Sick and Disabled Persons (Amendment) Bill [Lords],—The Order of the day being read, for the Second Reading of the Chronically Sick and Disabled Persons (Amendment) Bill [Lords];

Ordered, That the Bill be read a second time on Friday 13th February.

11Acquisition and Possession of Air Weapons (Restriction) Bill,—The Order of the day being read, for the Second Reading of the Acquisition and Possession of Air Weapons (Restriction) Bill;

Ordered, That the Bill be read a second time on Friday 3rd July.

12Community Care (Residential Accommodation) Bill,—The Order of the day being read, for the Third Reading of the Community Care (Residential Accommodation) Bill;

Ordered, That the Bill be read the third time on Friday 13th February.

13Cold Weather Payments (Wind Chill Factor) Bill,—The Order of the day being read for resuming the adjourned Debate on the Question proposed on 23rd January, That the Cold Weather Payments (Wind Chill Factor) Bill be now read a second time;

Ordered, That the Debate be resumed on Friday 24th April.

14Reform of Quarantine Regulations Bill,—The Order of the day being read, for the Second Reading of the Reform of Quarantine Regulations Bill;

Ordered, That the Bill be read a second time on Friday 13th February.

15Business of the House,—Ordered, That, notwithstanding Standing Order No. 16 (Proceedings under Act or on European Community documents), the Speaker shall—

(1) at the sitting on Wednesday 11th February put the Questions on any Motions in the name of Mr Secretary Davies relating to Local Government Finance (Wales) not later than Seven o'clock;

(2) at the sitting on Wednesday 18th February put the Questions on any Motions in the name of Secretary Harriet Harman relating to Social Security and Pensions not later than Ten o'clock; and

(3) at the sitting on Thursday 19th February put the Questions on any Motions in the name of Mr Secretary Dewar relating to Local Government Finance (Scotland) and Housing (Scotland) not later than Seven o'clock.—(Mr Jim Dowd.)
