The Lords have agreed to the Registered Establishments (Scotland) Bill, without Amendment.
Estimates, 199899 (Class IX, Vote I),A Motion was made, and the Question being proposed; that a further, revised sum not exceeding £6,019,940,000 be granted to Her Majesty out of the Consolidated Fund to complete or defray the charges which will come in course of payment during the year ending on 31st March 1999 for expenditure by the Department for Education and Employment on voluntary and special schools; the Assisted Places Scheme; the provision of education for under-fives; city colleges and other specialist schools; grant-maintained schools and schools conducted by education associations; music and ballet schools; the school curriculum and its assessment; the youth service and other educational services and initiatives; careers guidance and services; payments for or in connection with teacher training; higher and further education provision and initiatives; loans to students, student awards and other student grants and their administration; the payment of access funds; reimbursement of fees for qualifying European Union students; compensation payments to teachers and staff of certain institutions; expenditure on other central government grants to local authorities; the provision of training and assessment programmes for young people and adults; initiatives to improve training and qualifications arrangements and access to these; the promotion of enterprise and the encouragement of self employment; payments for education, training and employment projects assisted by the European Community and refunds to the European Community; events associated with the UK presidency of the EU; the UK subscription to the ILO; help for unemployed people; the promotion of equal opportunities, disability rights, childcare provision and co-ordination of certain issues of particular importance to women; the payment of certain fees to the Home Office; the Department's own administration and research and that of Capita; the information and publicity services; expenditure via training and enterprise councils and amounts retained by them as surpluses and spent by them on training and other initiatives within their articles and memoranda of association; expenditure in connection with the sale of the student loans debt; and on expenditure in connection with Welfare to Work Programme and Millennium Volunteers(Dr Kim Howells); The Debate was concluded, and the Question necessary to dispose of the proceedings was deferred, pursuant to paragraph (4) of Standing Order No. 54 (Consideration of estimates). The Lords do not insist on their Amendment in lieu of the Amendment made by the Commons to the Teaching and Higher Education Bill [Lords], on page 14, to leave out lines 31 to 49, to which Amendment in lieu the Commons have disagreed, and they do not insist on their disagreement to the said Commons Amendment; and they do not insist on their disagreement to the Amendment made by the Commons in page 22, to leave out lines 31 to 39, but propose an Amendment in lieu of the words so left out of the Bill, to which they desire the concurrence of this House. Release of information to Select Committees:A Motion was made, and the Question being proposed, That this House considers that it is wrong in principle for the Executive to seek unilaterally to impose prior conditions on the release of information properly sought by a Select Committee in pursuit of the responsibilities given to it by the House(Sir George Young); An Amendment was proposed to the Question, in line 2, to leave out from the word House' to the end of the Question and add the words reaffirms that, in accordance with the House's Resolution of 19th March 1997 and the Code of Practice on Access to Government Information (Second Edition, January 1997), Ministers should be as open as possible with Parliament; recalls that the House approved on 18th May 1998 the Government's commitment to an urgent outside investigation and publication of a full report of the Sierra Leone arms investigation; believes that nothing should be done to prejudice the conduct of that inquiry by premature public disclosure of parts of the evidence; and notes that the Foreign Secretary remains ready to make available to the Foreign Affairs Committee, on a confidential basis, the telegrams it has requested', instead thereof.(Mrs Ann Taylor.) 1. Proceedings on the Bill shall be completed at the sitting on Friday 10th July. 2.
