Supplementary memorandum submitted by the Ministry of Agriculture, Fisheries and Food (F54)

INFORMATION REQUESTED BY THE AGRICULTURE COMMITTEE AT THE EVIDENCE SESSION ON 5.5.98 WITH THE MAFF PERMANENT SECRETARY AND THE CHIEF EXECUTIVE OF THE INTERVENTION BOARD (FOR THE INQUIRY INTO THE MAFF/IB DEPARTMENTAL REPORT 1998)

(A)  A BREAKDOWN OF MAFF EXPENDITURE IN THE 1997-98 YEAR ON COASTAL AND FLOOD DEFENCE SCHEMES, IDENTIFIED BY TYPE EG FLOOD WARNING SYSTEMS, FLOOD DEFENCES, COAST PROTECTION WORKS ETC.

  A breakdown of the schemes approved by MAFF for grant aid in 1997-98 is as follows:

(B)  A NOTE SUMMARISING THE RESULTS OF THE LAST SURVEY COMMISSIONED BY MAFF ON THE STATE OF REPAIR OF INLAND FLOOD DEFENCE WORKS SPECIFYING THE GEOGRAPHICAL COVERAGE OF THE SURVEY AND THE YEAR IN WHICH IT WAS UNDERTAKEN.

  Responsibility for such assessments rests with the local operating authorities (Environment Agency, local authorities and Internal Drainage Boards) rather than the Ministry. The Ministry has therefore not commissioned such a survey.

 (C)  A BACK PROJECTION OF THE NUMBER OF COASTAL AND FLOOD DEFENCE PROJECTS FUNDED BY MAFF FOR PREDOMINANTLY (A) AGRICULTURAL AND (B) RESIDENTIAL PURPOSES OVER THE LAST FIFTEEN YEARS.

  Reasonably complete computerised data is available from 1990/91 onwards, and information on earlier years could only be produced at disproportionate cost. A breakdown of the number of schemes approved by MAFF for grant aid between those with primarily (a) agricultural and (b) urban benefits is as follows:

  As for (c) above the breakdown of ongoing MAFF-funded schemes (ie those approved but for which audited final accounts have yet to be received) is provided on the basis of those with primarily (a) agricultural and (b) urban benefits. A more detailed breakdown by land use is not readily available.

(F)  AN INDICATION OF THE PLANNED EXPENDITURE DURING 1998-99 ON RESEARCH AND DEVELOPMENT INTO FLOOD AND COASTAL DEFENCE, FOR (A) INLAND PROJECTS AND (B) COASTAL PROJECTS.

  The total expenditure on flood and coastal defence research and development for 1997-98 and planned for 1998-99 is set out below covering coastal engineering, river engineering, flood forecasting (tidal and fluvial) and cross sectoral projects. (Expenditure in 1997-98 is based on invoiced costs to date and for 1998-99 is based on current plans).
