HOUSE OF COMMONS COMMISSION

Parliamentary Commissioner for Standards:
Nomination of Candidate


1.  On 19 July 1995, the House debated the First Report of the Select Committee on Standards in Public Life,[1] and passed the following Resolution:

2.  Following an agreed selection procedure, the Commission recommended the nomination of Sir Gordon Downey KCB which was agreed to by the House on 6 November 1995.

3.  The Commission would like to record its appreciation of Sir Gordon Downey's work over the past three years in fulfilling a sometimes difficult but essential function in the House's self-regulation of the conduct of Members.

4.  During the summer, a selection procedure has been undertaken to find a successor to Sir Gordon. From a list of highly-qualified candidates, the successful candidate whom the Commission recommends to the House is Elizabeth Filkin who is at present Adjudicator for the Inland Revenue and for Customs and Excise and the DSS Contributions Agency. She is highly qualified and experienced in a relevant field and the Commission believes she will bring excellent personal qualities to the service of the House.

5.  The attached Annex sets out the proposed practical arrangements for the appointment.
