| The Planning and Management Committee (PMC) chaired by the Director of Finance and Administration, is attended by Departmental Establishments Officers and when appropriate Finance Managers from House Departments. In 1998-99 it met on nine occasions. The Committee carried out planning and co-ordination of a range of management issues on behalf of the Board of Management, in particular in the finance and human resources areas. The PMC forms the official management side of the General Purpose Sub-Committee that met with the Trade Union Side twice during the course of the year. |
| On pay and personnel issues, it oversaw development and implementation of pay and personnel policies and practices that are appropriate to the needs of the House, while maintaining terms and conditions of service which are broadly in line with the Home Civil Service. On financial issues, and in conjunction with the newly established Planning and Management Committee (Finance), it provided a focus for financial and manpower planning, taking an overview of Business Planning, Public Expenditure Survey and Estimates exercises. The Committee worked closely with PMC (F) and other groups such as the Information Systems Steering Group, Printing and Publishing Management Group and the Accommodation Strategy Working Group. |

| The Committee made recommendations on key issues to the Board of Management (and, where appropriate, the House of Commons Commission) for decision, and took responsibility for implementation.
