	Twenty-first Annual Report of the Accounting Officer to the House of Commons Commission Annual Report 1998-99
1.	I enclose for the information of the House of Commons Commission, a statement of changes in the numbers, pay, grading and conditions of service of the staff employed in the Speaker's Office and House of Commons Departments, which were approved by me as the Accounting Officer for the House of Commons Administration Vote during the financial year 1998-99. These changes were approved under the authority delegated by the Commission. All the changes were subjected to a thorough examination and process of justification before being submitted to the Accounting Officer for approval.
2.	I also enclose appendices to the Statement which show:
	(i) the effect of the changes on staff complements over the period 1 April 1998 to 31 March 1999;
	(ii) details of salary scales;
	(iii) detail of allowances paid to staff.
