Letter from the British Pipeline Agency (BPA) to the
Clerk of the Committee
Unfortunately our recent experience is limited and hence a full
answer is not easy. Within the last five years we have only once
made one application for a new pipeline to a local authority (approximately
2 km in length), all other applications have been for full PCAs.
In fact the largest saving of a local planning permission against
a PCA is probably due to the shorter time likely to be required
between making the application and obtaining permission. It is
difficult to quantify this cost advantage. However, we believe
the relationship between the estimated costs given in the Explanatory
Memorandum are in the correct order of magnitude.
