Explanatory Memorandum from the Department of the Environment, Transport and the Regions (EST 98A)

PREFACE

  This memorandum is provided to accompany the Main Supply Estimates 1998-99 for Class VI Environment, Transport and the Regions, providing the Environment Transport and the Regions Select Committee with further details on the provision sought by the Department for Votes 1-9. The Office of the Rail Regulator, the Office of Water Services and Ordnance Survey have their own Accounting Officers and will account separately for Votes 11, 12 and 13 respectively. This is also the case for the Office of Passenger Rail Franchising (Vote 10). However, as they account for a large proportion of the expenditure for which the Deputy Prime Minister and Secretary of State for the Environment, Transport and the Regions is responsible, we thought that the Committee would welcome a short explanation of any substantial changes to their provision.

  This memorandum is in five parts:

  Part I—background information to the explanatory memorandum and the Department's Annual Report 1998;

  Part II—commentaries on the Supply Estimates;

  Part III—a list of expenditure for which provision is sought on the sole authority of the Estimates and the Appropriation Act;

  Part IV—information on the Department's progress in taking forward work on Schedule 5 of the Resource Accounts;

  Part V—a progress report on the issues raised in the Report on the Estimates of the former Environment Select Committee (HC 382).
