This Vote replaces the former Class V, Vote 4.
The Vote covers expenditure on driver licensing in Great
Britain and on the registration and licensing of vehicles, and
the collection of Vehicle Excise Duty (VED) throughout the UK.
It also covers grants to local authorities to meet the Department's
liability to contribute to the pensions of ex-local taxation office
staff who worked on driver and vehicle licensing before the centralisation
of driver and vehicle records, and fee income from the sale of
cherished registration marks.

There is a significant reduction in provision for 1998-99
from 1996-97 and 1997-98. This is mainly due to the introduction
on 1 April 1998 of a fee payable on the first registration of
a vehicle; the introduction of photographs on driving licences
from the summer of 1998; and the appropriation of the cost element
of sale of marks, assignments and Cherished Transfer transactions,
which were previously treated as Consolidated Fund Extra Receipts.
