CLASS VI, VOTE 2: PLANNING, LOCAL TRANSPORT, ROADS AND VEHICLE SAFETY

Sections P—Grants to the Humber Bridge Board

  Grant paid to the Humber Bridge Board was originally financed by loans from the Secretary of State and the Public Works Loans Board. In July 1991, the intention was announced to legislate for writing off or suspending those parts of the debt that could not be met out of toll income from a reasonable level of tolls. Pending such legislation, grant was paid from this account under the authority of the Appropriation Act following Treasury's agreement in February 1992 to meet unpaid interest charges on the debt. Grant will continue to be paid until an Order can be made under the Humber Bridge (Debts) Act 1996.

CLASS VI, VOTE 4: LOCAL GOVERNMENT AND REGIONAL POLICY, ENGLAND

Section C—Local government research and surveys

  Contributions to the Local Government Management Board.

  Provision of £47,000 is included for the payment of contributions to the Local Government Management Board (LGMB). This expenditure covers half the cost of the operation by the LGMB of the joint staffing watch to provide information required by central government departments and local authorities on local authority staff numbers in England and Wales. The remaining costs are borne by local authorities. These payments are not at present covered by specific legislation and the power to make them rests on the authority of the Estimates and the Appropriation Acts. The Department intends to put these payments on a statutory footing at the earliest suitable legislative opportunity.

Section P—Royal Travel

  There is a long standing arrangement whereby Royal travel by rail and air is met from Voted expenditure paid on the sole authority of the Estimates and the confirming Appropriation Act.
