1 The population figures for the 15 Member States in this column have been produced by EUROSTAT. The population figures for the prospective new accessions are derived from the most recent available population census.


  The Presidency approach on the main institutional issues related to the prospect of the Union's enlargement, notably the weighting of votes in the Council and the composition of the Commission, as illustrated in the Protocol below, is the following:

    —  the status quo shall be maintained until the Union is enlarged by more than two and less than six new Member States;

    —  in this case, the votes of the members of the Council shall be weighted as indicated in the Protocol below and the Commission shall include one national from each Member State;

    —  at least one year before the membership of the Union exceeds twenty Member States, the weighting of votes in the Council and the composition of the Commission as well as the decision-making process shall be the subject of a comprehensive review.

PROTOCOL ON THE INSTITUTIONS WITH THE PROSPECT OF ENLARGEMENT OF THE EUROPEAN UNION

THE HIGH CONTRACTING PARTIES

  HAVE AGREED upon the following provisions, which shall be annexed to the Treaty on European Union and to the Treaties establishing the European Communities:

Article 1

  1. In the event of the Union being enlarged by more than two and less than six new Member States:

    (a)  notwithstanding Article 157(1), the Commission shall include one national of each of the Member States;

    (b)  Article 148(2) of the Treaty establishing the European Communit

y[1] shall be replaced by the following provisions, complemented by the necessary provisions resulting from the enlargement:

  "Where the Council is required to act by a qualified majority, the votes of its members shall be weighted as follows:

  2. The provisions of paragraph 1 shall enter into force as from the date of the Union being enlarged as described in the heading of paragraph 1.

Article 2

  At least one year before the membership of the European Union exceeds twenty, a conference of representatives of the governments of the Member States shall be convened in order to carry out a comprehensive review of the provisions of the Treaties on the composition and organisation of the Commission, the weighting of votes in the Council and the decision-making process.
