Select Committee on Foreign Affairs Fourth Report

APPENDIX 9

Memorandum submitted by Mr Ross Cranston MP, 28.1.98

I have had a number of constituent matters involving entry clearance through Islamabad. One of these cases gave me particular concern, and has still not been satisfactorily resolved. Apart from the very great delay involved, I take particular objection to two features.

First, there was a failure to make explicit the real reasons for the decision in the "Refusal of an Entry Clearance" form. These only became clear to me when I spoke informally to officials.

Secondly, there seems to be a readiness to draw inferences from facts which I, for one, would certainly not draw. It might be said that local knowledge enables officials to draw such inferences, but in my view this is an argument which should be used cautiously.
