Supplementary Memorandum submitted by the British Council

  At the meeting of the Entry Clearance Sub-Committee on Thursday 12 February, the Sub-Committee invited us, as representatives of the British Council, Committee of Vice-Chancellors and Principals of the Universities of the United Kingdom (CVCP) and UKCOSA, to provide further evidence and information in support of the oral comments we made on the day. I am pleased to enclose with this letter a set of assorted materials to do this. [not reported]

  Enclosed you will find:

    —  One copy of the Education Counselling Service (ECS) code of practice.

    —  Two copies of the CVCP code of practice.

    —  Training materials for the UKCOSA/British Council input to the ECO training course.

    —  General UKCOSA training programme.

    —  UKCOSA guidance leaflet on seeking Entry Clearance.

    —  Specific papers on a case at the University of Wales, Swansea.

  The Committee also asked if we could provide information on refusal rates for students at Islamabad and New Delhi. In fact, the direct source for this information will be the Entry Clearance operations at the posts themselves. We only have second-hand information on this and we would suggest that the Committee seeks answers to these questions directly from the officials at post when they visit.

  We have been corresponding with our colleagues in the British Council offices in Islamabad and New Delhi about the work of the Entry Clearance Sub-Committee, and they would be pleased to see the members of the committee if they have an opportunity during the visits. The persons in question are our Director in New Delhi, Colin Perchard and our Director in Islamabad, Clare Newton.

  If there is any further information that the Committee feels we may be able to provide to help its work, we will be more than happy to oblige.
