Memorandum by the Home Office

INTRODUCTION

  This memorandum describes the non-custodial penalties at present available to the courts, new provisions which are about to be implemented, and the Government's policies for developments in this area. It also sets out available research information about the arrangements in other countries.

  2.  It is arranged in 4 sections as follows:

    A.  Existing provisions.

    B.  Effectiveness and attitudes to sentencing.

    C.  Present policies.

    D.  Research on arrangements in other jurisdictions.

  3.  Throughout this memorandum offenders are generally referred to in the masculine. Unless the text specifically states otherwise, any reference to offenders can equally be applied to male or female offenders.
