Supplementary note by Mr Graham W Smith, HM Chief Inspector of Probation

EXTRACT FROM A LETTER TO THE CLERK OF THE COMMITTEE

  Thank you for your letter dated 10 June seeking further written evidence for the Committee. I enclose some information which provide examples of the kind of league tables HMIP produces. At this time we have not produced a league table of all the 54 probation services in relation to national standards. This is mainly because of the very large number of standards and probation services which would make the production of such league tables complex.

  We therefore produce on an annual basis comparative data gathered from services inspected during the year which are then regarded as the baselines against which each subsequent area is judged. Therefore in each area inspection the local probation services performance against the national standards are compared with the national figures as a whole.

  In addition in each of the thematic inspections where national standards apply, we produce league tables of all the probation areas inspected and their comparative performance against the relevant national standards.

  In order to assist the Committee, I enclose the most recent national aggregated standards performance (Annex A) and extracts from the recently published report of a thematic inspection on the Work of the Probation Service with Drug Misusers (1997) (Annex B*[93]), more limited league tables from our recently produced (April 98) report on the Role of the Probation Service in Protecting the Public from Sex Offenders (Annex C*) and the short report in full on Community Service and Compliance with National Standards (Annex D*).
