Panel's Terms of Reference:
To explore and comment on the arrangements for and
issues arising from elections and local people's participation
in them.
(i) to consider and comment on current and proposed
policy and arrangements for effective and participative elections;
(ii) To liaise/work with the Home Office, DETR
and other central government bodies on all issues concerned with
election policy and election arrangements for local, parliamentary
and European elections; and
(iii) To provide a point of expertise for SOLACE
on planning and managing effective elections and referendum.
(iv) To contribute to SOLACE discussion and comment
on democratic renewal from an "elections" perspective.
