Extract from a letter to the Chairman of the Committee from Councillor Stephen Murphy, Chairman, Greater Manchester Police Authority

LITIGATION INVOLVING KEVIN TAYLOR

  I acknowledge receipt of your letter of 3 February 1998, enquiring about the settlement of the claim brought by Kevin Taylor. I have read Mr Michael's letter to you in which he dealt with an earlier similar enquiry. What is perhaps not clear from that letter is that the Greater Manchester Police Authority was not a party to the litigation in question. Whilst the Chief Constable and the insurers briefed the Authority as a matter of courtesy on the progress of the case, the eventual settlement did not require the Authority's formal approval. In those circumstances, I do not believe that it is within the Authority's discretion to release the information you seek. I note that you have copied your letter to those persons who were parties to the settlement. I will leave it to them to respond as they think appropriate.
