CONCLUSION

104.  This Report has inevitably pointed out failures and mistakes. We wish to set that in the context of the many hours of conscientious, effective and often dangerous work done by public servants, officials and volunteers. Above all we would praise the Montserratians themselves who have endured great difficulty and loss with bravery and dignity. We hope that before too long a thriving and successful society will once more be established on the island.
