Letter from the Minister of State for Social Planning, Government of Sudan, to the Resident Co-ordinator of Relief and emergency Operations

The flights scheduled by the World Food Programme for the month of February 1998.

1. There is no doubt that you are aware of the grim humanitarian situation in the south and all the concerted efforts which are needed to supply the war affected population with food and relief at all locations.

2. Fourteen flights were approved for the proposed flights schedule by the World Food Programme (WFP) for the months of February 1998. The designated dates of the flights were 1st, 3rd, 5th, 7th, 8th, 10th, 11th, 12th, 15th, 16th, 18th, 21st, 22nd, 25th February 1998. Only two flights of the 1st and the 3rd were undertaken and the rest of the approved flights were never undertaken.

3. Twenty flights were approved for the proposed flights schedule of the UNICEF for the month of February 1998. The approved dates for the flights were as follows: 1st, 3rd, 4th, 5th, 6th, 8th, 9th, 10th, 11th, 12th, 13th, 17th, 18th, 19th, 20th, 23rd, 24th, 25th, 26th, 27th February 1998. Of these only three flights, the 8th, 17th and 18th February 1998 were undertaken. The rest of the flights were never undertaken.

4. Referring to points two and three above, would you please kindly explain why the bulk of flights approved were never undertaken as previously agreed?
