CONCLUSION
42. We recognise that R&D is by nature a difficult
and uncertain activity and that, for various reasons, not all
projects will ultimately lead to successful commercialisation.
With much of the risk in R&D lying outside the Department's
jurisdiction, it is particularly important to ensure that those
areas over which the Department does exercise control are efficiently
and effectively administered. We are pleased to note that IRTU
has introduced a number of new procedures recently which should
help to address this.
