1. Each train operating company's performance is monitored
over 13 four week periods during the financial year (1 April-31
March):
Period 7=14 September 1997-11 October 1997
Period 8=12 October 1997-8 November 1997
Period 9=9 November 1997-6 December 1997
2. The statistics for calculating the Passenger's Charter
punctuality results are based on the following:
- London commuter train companies (formerly NSE)-Mondays to
Fridays only, trains arriving at London termini between 0700 and
1000 and trains departing from London between 1600 and 1900. Trains
are punctual if they arrive at their destination within 4 minutes
59 seconds of the scheduled time.
- Ex-InterCity train companies-all trains Monday to Saturday.
Trains are punctual if they arrive at their destination within
9 minutes 59 seconds of the scheduled time.
- Other train companies (ex-Regional Railways)-all trains Monday
to Saturday. Trains are punctual if they arrive at their destination
within 4 minutes 59 seconds for short distance routes and 9 minutes
59 seconds for long distance routes.
- Gatwick Express-all trains Monday to Sunday. Trains are punctual
if they arrive at their destination within 4 minutes 59 seconds
of the scheduled time.
- ScotRail Sleepers-all trains. Trains are punctual if they
arrive within 30 minutes of the scheduled time. As there are no
season ticket holders on these services a discount trigger has
not been set.
3. Sundays (except for Gatwick Express and Island Line) and
public holidays are excluded. Days when bus services are substituted
(e.g. during engineering works), or when no effective service
can be provided and season tickets are extended or refunded, are
also excluded from the calculations. Delays or cancellations caused
by circumstances outside the control of the rail industry (such
as vandalism, suicides or terrorist threats) are also excluded.
4. The trigger levels for season ticket discounts are measured
against a moving average for a whole year. This removes any normal
seasonal variation from the figures. The statistics are compiled
by the train operating companies and are subject to annual independent
audit. Any enquiries about an individual train company's performance
should be addressed to that company.
