 HEALTH AND SAFETY COMMISSION (HSC) AND EXECUTIVE (HSE)

Advisory Committee on Genetic Modification

Chairman:

  Professor Kay Davies.

Terms of Reference:

  To advise HSC, HSE and the Secretary of State on all aspects of the human and environmental safety of the contained use of genetically modified organisms.

Advisory Committee on Dangerous Pathogens

Chairman:

  Dr M J Crumpton CBE FRS.

Terms of Reference:

  To advise HSC, HSE and Health and Agriculture Ministers as required on all aspects of hazards and risks to workers and others from exposure to pathogens.

Advisory Committee on Dangerous Substances

Chairman:

  Mr C Norris.

Terms of Reference:

  To consider and advise on methods of securing safety by controlling risks to persons at work and related risks to the public connected with the manufacture, import, storage, conveyance and use of dangerous substances (other than those dealt with by ACTS and NUSAC) as defined from time to time by HSC; methods of securing health and safety by controlling risks to persons from flammable gas, connected with manufacture, supply, transmission, distribution, installation and use as defined from time to time by HSC; other matters referred to them by HSC and HSE.

Advisory Committee on Toxic Substances (ACTS)

Chairman:

  Dr P J Graham.

Terms of Reference:

  Consider and advise HSC on matters relating to the prevention, control and management of hazards to the health and safety of persons arising from the supply or use of toxic substances at work, with due regard to any related risks to consumers, the public and the environment; and other associated matter referred to it by HSC or HSE.

Ionising Radiations Advisory Committee

Chairman:

  Dr S A Harbison.

Terms of Reference:

  To consider all matters concerning the protection against exposure to ionising radiations that are relevant to the work of HSC and are referred to the Committee by HSC or HSE, and to advise HSC and HSE.

Nuclear Safety Advisory Committee (NUSAC)

Chairman:

  Sir David Harrison FEng.

Terms of Reference:

  To advise HSC and, where appropriate Secretaries of State, on major issues affecting the safety of nuclear installations including the design, siting, operation, maintenance and decommissioning which are referred to it or which it considers require attention. To advise HSC on the adequacy and balance of its nuclear safety research programme.

Nuclear Safety Research Steering Group

Chairman:

  Mr D C T Eves.

Terms of Reference:

  To ensure an adequate and balanced programme of research is secured; to oversee the operation of the Memorandum of Arrangements; to make recommendations to HSE/HSC on size, balance and content of the HSC Co-ordinated Programme and to address other strategic matters.

Occupational Health Advisory Committee

Chairman:

  Dr P J Graham.

Terms of Reference:

  To consider and advise HSC on the health and safety of people at work (excluding matters pertaining to other subject advisory committees) and in particular on: encouraging systems for managing health at work, developing occupational health services and competencies; improving data on occupational diseases; promoting health in the work place; and specific matters referred to it by HSC and HSE.

Offshore Safety Research Strategy Board

Chairman:

  Mr J Clegg.

Terms of Reference:

  To advise HSE on a strategy which will help to ensure that its capability to meet its objectives keeps pace with the evolving developments in offshore technology, design and operational practices; to ensure that the strategy is developed and updated with the maximum co-ordination and collaboration with other major national and international research customers in the light of changing legislation; likely developments in technology and the expectation of improving goals and standards in health, safety and welfare and to commission periodic reviews on how this strategy is being implemented and to advise HSE accordingly.

The Safety in Mines Research Advisory Board

Chairman:

  Mr B Langdon.

Terms of Reference:

  To consider and advise HSC on current and future research needs relevant to the protection of people at work from hazards to their health and safety arising from their occupation within the deep mined coal industry and the protection of the public from related hazards arising from such activities; whether those needs are being met; and other associated matters referred to it by HSC or HSE.
