Parliamentary Commissioner for Standards
I enclose photocopies of the relevant pages
from my Accounts Book (VAT) which you requested (see Annex).
I refer to your letter of 19 February.
In your paragraph 7 you mention the two further
payments of £5,750 in the summer of 1989.
I believe Invoice 542 was to the UTC direct
and paid to me by them not Ian Greer.
Invoice 544 was a supplementary payment for
UTC (not a commission as noted by Mr Greer's book keeper). This
was paid me by IGA it seems from your document 389 on 1 July 1989.
The July Invoice 550 was the second 1989 Invoice
paid by the UTC direct. The September Invoice 561 was a supplementary
payment for UTC paid, it seems, on 28 September 1989, by IGA.
See your document 397.
In December Invoice 583 was for the UTC direct
for the first half of 1990 and would have been paid in
January 1990 by UTC. Invoice 584 was for Commissions being an
irregular amount - not a £5,750. I hope this explains the
1989 payments, but should you need further clarification, do please
come back to me, for I am determined to leave no stone unturned
so that you and your colleagues are in no doubt as to the reason
for these payments. If you need to contact the Tax or VAT people
you have my full authority to do so.
The supplementary payments by IGA to me for
extra time spent on Unitary Tax started well before Mr Fayed
signed up with IGA. There had been an established pattern of these
supplementary payments as can be seen from my list of payments.
These supplementary payments continued at more or less a similar
amount each year throughout the time IGA worked for Mr Fayed.
Therefore, I do not think there are any unexplained invoices.
As far as I can recall, I did nothing politically
on the Harrods problem in 1989, the year you are questioning.
In my experience, businessmen do not pay something for nothing
and I am sure this would have been so with Mr Fayed.
The truth is that the similarity of the alleged
cash received by Mr Greer from Mr Fayed and my supplementary
UTC payments is coincidence and not fact.
I can assure you that had Mr Fayed paid IGA
"to pay me", then I would have registered the payment
under Mr Fayed or Harrods in the Register of Members' Interests,
in exactly the same way I have registered UTC for the supplementary
payments IGA were paying me on behalf of the extra time I was
spending on UTC matters.
I hope that this confirmation will establish
beyond any doubt that the supplementary payments I received for
UTC time were in no way connected to Harrods and that I, personally,
was not involved financially in any way with Harrods or Mr Fayed
either directly or indirectly.
