That this House,
being anxious to protect children from the health hazards associated
with snuff dipping, the practise of sucking moist tobacco, which
has been introduced to the United Kingdom in the form of Skoal
Bandits and which has been declared by the Chief Medical Officer
to be causally associated with an increased risk of oral cancer
and is also associated with other diseases of the mouth and gum,
and, in view of the fact that under the terms of their voluntary
agreement with the Department of Health and Social Security, the
manufacturers of Skoal Bandits, in spite of an undertaking not
to promote the product to young people under 18 years of age,
are still permitted to use television advertising, sponsorship
of televised sporting events, free offers and other promotional
techniques attractive to children, calls on the Government to
impose effective restrictions on the advertising and promotion
of Skoal Bandits and to establish a co-ordinated strategy to ensure
that new tobacco products are ineligible for funding from public
sources and that their introduction, advertising and promotion
in the United Kingdom is strictly controlled.
