ANNEX 1A

  47. Why are the figures for Sections B (Structural and agri-environmental measures) and C (Other agriculture), Vote 1 (on page 91 in the Departmental Report) apparently inconsistent with the figures in the Supply Estimates?

  The Departmental Report table on page 91 records the total amount scoring against the Department's Control Total arising from payments made through Sections B and C of Vote 1. The Supply Estimate records the amount of cash that Parliament needs to Vote to the Secretary of State for Wales in order for him to make the payments. The Estimate therefore takes account of the cash receipts flowing from the European Union (including those paid via the Intervention Board) in order for him to make the payments. I am attaching a copy of Table 2.02 on page 9[2] of the Departmental Report which sets out the details of European Union receipts which impact on Sections B and C of Vote 1. The components which make up the difference between the figure in the Departmental Report Table and Supply Estimate are highlighted—see Annex D.1

  48. Why do the figures for Section J (European Regional Development Fund) in the Annex not appear to take account of the £20.999 million receipts from the ERDF, while the Supply Estimates (and Table 3.05) do?

  Again, the Departmental Report table records the total ERDF payments scoring against the Department's Control Total arising from Section J. The Estimates record the amount of cash that Parliament needs to Vote to the Secretary of State for Wales in order for him to make the payments. The Estimate therefore take account of the cash receipts flowing from the European Union to the Welsh Office. Table 3.05 on page 18 of the Departmental Report (copy attached at Annex E1) sets out the flows of money behind the figures appearing in the Estimates in relation to ERDF.

  49. Why does the total for appropriation in aid for Vote 2 in the Table on page 95 of the Departmental Report of £25.609 million not equal the figure in the Supply Estimates of £31.604 million?

  Unfortunately, the Table on page 95 of the Departmental Report has a printing error. A minus sign appears against the £3 million listed for NMGW Capital Receipts. The remaining £5,000 discrepancy is accounted for by VAT receipts which are netted off the figures appearing for Sections A and D in the Estimate. These receipts are included in the Appropriations in Aid amounts in Annex 3 in order to show the full picture.

ANNEX 8

  50. Do the tables in Annex 8 include all staff (including fixed term and part-time staff)? What proportion of the 12.5 per cent staff who work part-time are women?

  The figures include all staff excluding casual staff. FTAs are included and part time staff are counted as 1.

  97.7 per cent are women who work less than full time hours which includes job sharing.
