'2A.(1) No later than 12 months after the election date for the 1999 European Elections the Boundary Commissions for England and Scotland shall prepare reports dividing England into eighteen regions (of which three shall cover London) and Scotland into two regions.
(2) The Secretary of State shall
(a) lay any report of a Boundary Commission under subsection (1) before Parliament;
(b) consider the report; and
(c) not earlier than four months after the last such report has been laid, make an Order dividing England into eighteen regions (of which three shall cover London), and Scotland into two regions.
(3) No order shall be made under subsection (2)(c) above unless a draft thereof has been laid before and approved by a resolution of each House of Parliament.'.
