    '(1) The Greater London Authority shall be empowered to adopt proposals for greater financial autonomy with tax-varying powers by a two-thirds majority vote of the Assembly.

    (2) Before implementing proposals for greater financial autonomy with tax-varying powers, a referendum of those entitled to vote in ordinary elections shall be held in which a simple majority of those voting shall be required to allow the tax-varying proposals to be implemented.'.
