    '(2A) If Transport for London and the Secretary of State so agree, Transport for London may make schemes to operate roads in a "London Bus road priority network", in support of the London Bus network described in Clause 148 above.

    (2B) In subsection (2A) above, "operate" means:—

      (a) Designation of roads to be included in the network.

      (b) Traffic control systems on each road, as defined in subsection 188(6) above.

      (c) Financial arrangements to cover costs of designation and enforcement, including charges to approved operators of London local services agreements, as set out in section 149 above, and access to funds from road user charging and non-residential parking place levy, as defined in Clauses 200 and 201 below.'.

    '(1L) No regulations may be made pursuant to subsection (1) above unless research has been conducted into the likely impact of such regulations on the patterns of road usage (including usage of roads other than the road or roads in question, whether within the local authority area covered by the proposed scheme or not) and the consequent likely effect upon the environment and the quality of life of the residents.

    (1M) The results of the research conducted pursuant to subsection (1L) above shall be available at no charge to members of the public and published electronically by the charging body in a form capable of access by members of the public.'.
