Metropolitan Police Authority to set performance indicators for the Metropolitan Police

To move the following Clause:—

    '(1) The Metropolitan Police Authority shall set objectives for the metropolitan police force.

    (2) The objectives under subsection (1) above shall include the overall aim of the elimination of racist prejudice and disadvantage and the demonstration of fairness in all aspects of policing, and shall include performance indicators relating to:

      (a) the existence and application of strategies for the prevention, recording, investigation and prosecution of racist incidents;

      (b) measures to encourage reporting of racist incidents;

      (c) the number of recorded racist incidents and related detection levels;

      (d) the degree of multi-agency co-operation and information exchange;

      (e) achieving equal satisfaction levels across all ethnic groups in public satisfaction surveys;

      (f) the adequacy of provision and training of family, witness and victim liaison officers;

      (g) the nature, extent and achievement of racism awareness training;

      (h) the policy directives governing stop and search procedures and their outcomes;

      (i) levels of recruitment, retention and progression of recruits from all recognised ethnic groups; and

      (j) levels of complaint of racist behaviour or attitude and their outcomes.'.


Metropolitan Police Authority to report to Mayor and Assembly on recruitment of ethnic minority staff

    '(1) The Metropolitan Police Authority shall report annually to the Mayor and Assembly on its progress in meeting targets on the recruitment, progression and retention of uniformed and non-uniformed employees from all recognised ethnic groups in the metropolitan police force.

    (2) The targets under subsection (2) above shall be set annually by the Metropolitan Police Authority.'.


Metropolitan Police Authority to consult authority on reporting crimes
