    'The Mayor shall establish an environmental strategy group to replace the London Ecology Committee within six months of the first ordinary election. The aforementioned committee shall comprise appropriate professionals from recognised authoritative bodies.'.


Environment Strategy Group for London

To move the following Clause:—

    .—'(1) There shall be an unincorporated body of persons to be known as the Environment Strategy Group for London.

    (2) The Environment Strategy Group shall have—

      (a) the function of providing advice to the Mayor on the contents and implementation of the "state of the environment report"; the "municipal waste management strategy"; "the London Biodiversity Action Plan", the "London air quality strategy"; the "London ambient noise strategy"; and the "London water action plan"

      (b) such other functions as may be conferred or imposed on, or made exercisable by, them by or under any other enactment, whenever passed or made

    (3) The Environment Strategy Group shall formulate and submit to the Mayor a draft "state of the environment report"; a draft "municipal waste management strategy"; a draft "London air quality strategy"; and a draft "London ambient noise strategy.".'.


Appeals

To move the following Clause:—

    '(1) On an appeal the Secretary of State may allow or dismiss the appeal.

    (2) Before determining the appeal the Secretary of State shall, if either the authority or the Mayor so wish, give each of them an opportunity of appearing before and being heard by a person appointed by the Secretary of State for the purpose.

    (3) The decision of the Secretary of State on such an appeal shall be final.'.

To move the following Schedule:—

'The Environment Strategy Group for London

Membership

    1.—(1) The Environment Strategy Group for London shall consist of such number of members as the Mayor may from time to time determine.

    (2) The members shall be appointed by the Mayor

    (3) The members shall be individuals—

      (a) who are representatives of such bodies concerned with relevant matters as the Mayor considers appopriate; or

      (b) who have knowledge, experience or expertise which is relevant to the functions of the Environment Strategy Group for London.

    (4) Before making any appointment of a member, the Mayor shall consult such bodies or persons as he considers appropriate.

    (5) Before making an appointment by virtue of sub-paragraph (3)(a) above, the Mayor shall consult the authoritative body concerned.

    (6) In sub-paragraph (3)(a) above "relevant matters" means any of the matters in relation to which the Environment Strategy may contain policy.

    (7) In paragraph (6) above "Environment Strategy" means all strategies on which the Environment Strategy Group is to be consulted.

Tenure of office

    2.—(1) The members of the Environment Strategy Group for London shall hold and vacate office in accordance with the terms of their appointment.

    (2) The terms of appointment of a member shall be such as the Mayor may determine.

    (3) But a member may at any time resign his membership by giving notice to the Mayor.

    (4) A person who ceases to be a member shall be eligible for re-appointment.

Members' expenses

    3.     The Mayor may pay members of the Environment Strategy Group for London allowances in respect of travel or other expenses properly incurred by them.

Staff, facilities and money

    4.     The Mayor may provide the Environment Strategy Group for London with—

      (a) staff,

      (b) accommodation, equipment or other facilities, or

      (c) sums of money towards defraying expenses properly incurred by them in carrying out their functions.

Proceedings

    5.—(1) The quorum of the Environment Strategy Group for London and the arrangements relating to their meetings shall be such as they may determine.

    (2) The validity of proceedings of the Environment Strategy Group for London is not affected by any vacancy among the members or any defect in the appointment of any member.'.

'Status and capacity

     A1.—(1) The Cultural Strategy Group for London shall not be regarded as the servant or agent of the Crown or as enjoying any status, immunity or privilege of the Crown.

    (2) The members and staff of the Cultural Strategy Group for London shall not be regarded as civil servants, and its property shall not be regarded as property of, or held on behalf of, the Crown.

    (3) It shall be within the capacity of the Cultural Strategy Group for London to do such things and enter into such transactions as are calculated to facilitate, or are conducive or incidental to, the discharge of its functions under this Act.

    (4) The Cultural Strategy Group for London may acquire and hold land for the purpose of enabling or facilitating the discharge of its functions.'.

'Application of seal and proof of instruments

     6.—(1) The application of the seal of the Cultural Strategy Group for London shall be authenticated by the signature of any member, or any member of staff, of the Cultural Strategy Group for London who has been authorised for the purpose, whether generally or specially, by the Cultural Strategy Group for London.

    (2) In sub-paragraph (1) above the reference to the signature of a person includes a reference to a facsimile of a signature by whatever process reproduced; and, in paragraph 7 below, the word "signed" shall be construed accordingly.

Documents served etc by or on the Cultural Strategy Group for London

     7.—(1) Any document which the Cultural Strategy Group for London is authorised or required by or under any enactment to serve, make or issue may be signed on behalf of the Cultural Strategy Group for London by any member, or any member of staff, of the Cultural Strategy Group for London who has been authorised for the purpose, whether generally or specially, by the Cultural Strategy Group for London.

    (2) Every document purporting to be an instrument made or issued by or on behalf of the Cultural Strategy Group for London and to be duly executed under the seal of the Cultural Strategy Group for London, or to be signed or executed by a person authorised by the Cultural Strategy Group for London for the purpose, shall be received in evidence and be treated, without further proof, as being so made or so issued unless the contrary is shown.

    (3) Any notice which is required or authorised, by or under any provision of any other Act, to be given, served or issued by, to or on the Cultural Strategy Group for London shall be in writing.'.
