Continuity: repealed or revoked functions of LRT

To move the following Clause:—

    '.—(1) In this section—

      "abolished function" means any function of London Regional Transport which was conferred or imposed by a statutory provision which is repealed or revoked by or under this Act;

      "abolition", in relation to an abolished function, means the coming into force of the repeal or revocation of the provision conferring or imposing the function;

      "statutory provision" means an enactment contained in—

          (a) an Act passed before the date on which London Regional Transport is dissolved or in the Session in which that date falls; or

          (b) subordinate legislation made before that date or in that Session.

    (2) There may be continued by or in relation to Transport for London anything (including legal proceedings) which relates to an abolished function and is in the process of being done by or in relation to London Regional Transport immediately before the abolition of the function.

    (3) Anything which—

      (a) was made or done by London Regional Transport for the purposes of or in connection with an abolished function, and

      (b) is in effect immediately before the abolition of the function,

    shall have effect as if made or done by Transport for London.

    (4) Transport for London shall be substituted for London Regional Transport in any instruments, contracts or legal proceedings which relate to an abolished function and which were made or commenced before the abolition of the function.'.


Transfer of former functions of London Transport Executive

    '. Any functions of the London Transport Executive established under section 4 of the Transport (London) Act 1969 which, by virtue of section 67(1) of the London Regional Transport Act 1984 are exercisable by London Regional Transport, shall instead be exercisable by Transport for London.'.


Dissolution of London Regional Transport

    '. When the Secretary of State is satisfied that provision has been made for the transfer of all property, rights and liabilities of London Regional Transport, he may by order provide for the dissolution of London Regional Transport.'.


Interpretation of Chapter XIV

    '. In this Chapter—

      "transfer programme" has the meaning given by section (Transfers of LRT's property etc to Transport for London)(1) above;

      "the transitional period" has the meaning given by section (Functions during the transition from LRT to TfL)(9) above.'.


Traffic disruption charge

    '(1) Where the money is to be invested solely and exclusively in better provision for public transport, cycling and walking in Greater London, each of the following bodies, namely,

      (a) the Authority,

      (b) any London borough council, or

      (c) the Common Council,

    may establish and operate schemes for imposing charges in respect of any disruption caused by works to roads, pavements or cycle lanes in their area.'.


Integrated ticketing system

    '(1) The transport strategy shall include proposals for an integrated ticketing system to operate in Greater London.

    (2) In this section, "integrated ticketing system" means a system under which users of public transport may use more than one form of public transport in Greater London using a single ticket purchased from any provider of public transport services in Greater London and such other outlets as Transport for London may designate.'.


Greater London Regional Health Authority

To move the following Clause:—

    '(1) There shall be a body corporate to be known as the Greater London Regional Health Authority.

    (2) The Greater London Regional Health Authority shall have the functions conferred or imposed on it by this or any other Act, or made exercisable by it under this Act, and any reference in this Act to the functions of the Greater London Regional Health Authority includes a reference to any functions made exercisable by this Act.

    (3) The Greater London Regional Health Authority shall exercise its functions—

      (a) in accordance with such guidance or directions as may be issued to it by the Mayor,

      (b) for the purpose of facilitating the discharge by the Authority of the duties under this Act, and

      (c) for the purpose of securing and facilitating the implementation of the health strategy.

    (4) The Authority may issue to the Greater London Regional Health Authority—

      (a) guidance as to the manner in which it exercises its functions,

      (b) general instructions as to the manner in which it is to exercise its functions, or

      (c) specific instructions as to the exercise of its functions.'.


The River Thames

To move the following Clause:—

    '(1) The Mayor shall prepare and publish a document to be known as the "River Thames Strategy".

    (2) The River Thames Strategy shall contain the Mayor's proposals and policies for the use, enhancement and protection of the river and riverside known as the "Thames Policy Area".

    (3) In preparing the strategy the Mayor shall seek to promote and encourage holistic and integrated approaches to the strategically significant features of the river:

      (a) River Transport,

      (b) River Economy,

      (c) River Ecology and Wildlife Habitats,

      (d) River Heritage and the Built Environment,

      (e) Recreation and Leisure, and

      (f) Public Access, Amenity and Open Spaces,

    and may contain such other proposals and policies relating to the River Thames as the Mayor may consider appropriate.

    (4) The River Thames Strategy shall contain information about:

      (a) the measures that are to be taken for the implementation of River Thames Strategy by the Authority, Transport for London, and the London Development Agency,

      (b) the measures that other persons or bodies are to be encouraged to take by the Mayor, and

      (c) how the strategy complies with the Rio Principles on Sustainable Development.

    (5) In preparing or revising the River Thames Strategy the Mayor shall consult:

      (a) the Port of London Authority,

      (b) the Environment Agency,

      (c) each riparian London Borough Council,

      (d) the Common Council,

      (e) British Waterways, and

      (f) any other person or body who the Mayor considers it is appropriate to consult.'.

    '(1) The Mayor may request copies of all information and correspondence exchanged between the Government Office for London and any Government department, agency or public body.

    (2) The information requested by the Mayor under subsection (1) above shall be provided by the Government Office for London regardless of whether the information is made available to the public.'.

To move the following Clause:—

    '(1) In the event of any of the Secretary of State's powers under this Act not being exercised within any period of three years after the coming into force of this Act, the particular powers which have not been exercised shall only be exercised subject to an overriding order under this section.

    (2) No such order shall be made under this section unless a draft has been laid before, and approved by resolution of, each House of Parliament.

    (3) Such an overriding order shall itself expire if at any time three years has elapsed during which none of the Secretary of State's powers have been exercised.

    (4) A power under subsection (1) above includes a power to exercise a function by order.'.


Referendum on future of Authority
