Appointments Commission (No. 3)
Dr Liam Fox NC5 To move the following Clause:'(1) There shall be an Appointments Commission to advise on the proportion of Members of the House of Lords who represent each registered political party and to nominate persons to serve as members of the House of Lords who represent no registered political party. (2) When advising on the proportion of members of the House of Lords who represent each registered political party, the Appointments Commission shall adopt the following procedure:
(3) If the figure calculated under subsection (2)(b) is less than all of the figures calculated under subsection (2)(a), the Appointments Commission shall recommend that the party (or one of the parties) with the highest figure calculated under subsection (2)(a) may nominate a person to serve as a member of the House of Lords. (4) If the figure calculated under subsection (2)(b) is equal to or greater than all of the figures calculated under subsection (2)(a), the Appointments Commission shall recommend the nomination of a person who represents no registered political party. (5) Each registered political party shall be entitled to nominate one member of the Appointments Commission. (6) The Speaker of the House of Commons shall nominate members of the Appointments Commission who represent no registered political party. (7) There shall be more members of the Appointments Commission nominated under subsection (6) than nominated under subsection (5). (8) For the purposes of this section, a registered political party is one registered under the provisions of the Registration of Political Parties Act 1998.'.
Review Committee (No. 1)
Dr Liam Fox NC6 To move the following Clause:'(1) The Secretary of State shall establish a Review Committee to consider the functions and powers that shall be exercised by the House of Lords from the day on which this Act comes into force to the day twenty four months after the publication of the final report of the Joint Committee of both Houses of Parliament announced in Command Paper 4183.'.
Review Committee (No. 2)
Dr Liam Fox NC7 To move the following Clause:'(1) The Secretary of State shall establish a Review Committee to consider the functions and powers that shall be exercised by the House of Lords from the day on which this Act comes into force to the day twenty four months after the publication of the final report of the Joint Committee of both Houses of Parliament announced in Command Paper 4183. (2) No provision of this Act shall have effect until the Review Committee has reported.'.

Dr Liam Fox NC8 To move the following Clause:'(1) The Secretary of State shall establish a Review Committee to consider the functions and powers that shall be exercised by the House of Lords from the day on which this Act comes into force to the day twenty-four months after the publication of the final report of the Joint Committee of both Houses of Parliament announced in Command Paper 4183. (2) The Review Committee shall include recommendations for:
Senior Salaries Review Board
Dr Liam Fox NC9 To move the following Clause:'(1) The Secretary of State shall ask the Senior Salaries Review Board:
(2) The Secretary of State shall lay the final report of the Senior Salaries Review Board before each House of Parliament.'.
Purpose of Act
Mr Andrew Mackinlay NC10 To move the following Clause:'.The purpose of this Act is to make interim provision for the membership of the House of Lords pending further legislation to substitute for that House a Second Chamber constituted on a different basis.'.
Addresses for removal of Comptroller and Auditor General
Mr David Davis NC11 To move the following Clause:'.No address shall be agreed by the House of Lords for the removal of the Comptroller and Auditor General under section 3 of the Exchequer and Audit Departments Act 1866 except on a resolution of the House on which, if it is passed on a division, the number of those voting in favour is not less than two-thirds of the total number of the members of the House.'.
Peerage of Scotland
Dr Liam Fox NC12 '( ) Nothing in this Act shall be taken to prevent sixteen peers from the peerage of Scotland from voting in the House of Lords.'.
Duration of Act (No. 3)
Dr Liam Fox NC13 To move the following Clause'( ) This Act shall cease to have effect and the repeals referred to in section 3 shall be ineffective when the present Parliament is dissolved unless a subsequent act has been passed affecting the composition of the House of Lords.'.
Writ of acceleration
Dr Liam Fox NC14 To move the following Clause:'( ) Nothing in this Act shall prevent the operation of a writ of acceleration other than preventing the recipient from becoming a member of the House of Lords.'.
Rights in the Palace of Westminster
Dr Liam Fox NC15 To move the following Clause:'( ) Hereditary peers who cease to be members of the House of Lords by virtue of this Act shall retain any other rights they may possess in the Palace of Westminster.'.
Referendum
Dr Liam Fox NC16 To move the following Clause:'(1) This Act shall not take effect unless a majority of those voting in a referendum have indicated a preference that "the provisions of the House of Lords Act 1999 take effect". (2) The Secretary of State may by order make such provision about the conduct of the referendum as he thinks appropriate, provided that a draft of the statutory instrument containing it has been laid before, and approved by a resolution of, each House of Parliament.'.
Establishment and function of Appointments Commission
Mr Andrew Tyrie NC17 To move the following Clause:'(1) There shall be an Appointments Commission (2) The function of the Commission shall be to make recommendations to Her Majesty for the creation of life peerages; and no life peerage shall be created except in pursuance of such a recommendation. (3) Before recommending to Her Majesty that a life peerage be conferred upon a person who is a member of a registered political party, the Commission shall consult the leader of that party, but shall be under no obligation to recommend any person nominated by the leader.'.
Termination of Act
Mr Andrew Tyrie NC18 To move the following Clause:'This Act shall cease to have effect at the expiry of the period of three years beginning with its passing.'.
Membership rights of life peers
Mr Andrew Tyrie NC19 To move the following Clause:'With effect from the expiry of the period of three years beginning with the passing of this Act, no-one shall be a member of the House of Lords by virtue of a life peerage.'.
Creation of life peerages
Mr Andrew Tyrie NC20 To move the following Clause:'(1) During the period while this Act remains in force, recommendations by the Prime Minister to Her Majesty for the creation of life peerages shall be made in accordance with the following provisions of this section. (2) Not more than twenty two recommendations shall be made during any period of one year. (3) Not more than seventeen of the recommendations referred to in subsection (2) shall be for the conferment of a life peerage on a person who is a member of a registered political party; and such recommendations shall be made in proportion to the respective numbers of votes cast for registered political parties at the previous General Election. (4) This section does not apply to peerages conferred under the Appellate Jurisdiction Act 1876 or to peerages conferred by law and custom on archbishops and bishops of the Church of England.'.
