Appointments Commission (No. 1)

To move the following Clause:—

    '(1) There shall be an Appointments Commission.

    (2) The Appointments Commission may nominate members to serve as members of the House of Lords, provided that no such person represents a registered political party.

    (3) A registered political party shall be entitled to nominate one member of the Appointments Commission.

    (4) The Speaker of the House of Commons shall nominate members of the Appointments Commission who represent no registered political party.

    (5) There shall be more members of the Appointments Commission nominated under subsection (4) than nominated under subsection (3).

    (6) For the purposes of this section, a registered political party is one registered under the provisions of the Registration of Political Parties Act 1998.'.

To move the following Clause:—

    '(1) There shall be an Appointments Commission to advise on the proportion of Members of the House of Lords who represent each registered political party and to nominate persons to serve as members of the House of Lords who represent no registered political party.

    (2) When advising on the proportion of members of the House of Lords who represent each registered political party, the Appointments Commission shall adopt the following procedure:

      (a) For each registered political party, the number of votes received by that party at the last general election shall be divided by the number of members of the House of Lords who represent that party.

      (b) The number of electors who cast no vote at the last general election shall be divided by the number of members of the House of Lords who represent no registered political party.

    (3) If the figure calculated under subsection (2)(b) is less than all of the figures calculated under subsection (2)(a), the Appointments Commission shall recommend that the party (or one of the parties) with the highest figure calculated under subsection (2)(a) may nominate a person to serve as a member of the House of Lords.

    (4) If the figure calculated under subsection (2)(b) is equal to or greater than all of the figures calculated under subsection (2)(a), the Appointments Commission shall recommend the nomination of a person who represents no registered political party.

    (5) Each registered political party shall be entitled to nominate one member of the Appointments Commission.

    (6) The Speaker of the House of Commons shall nominate members of the Appointments Commission who represent no registered political party.

    (7) There shall be more members of the Appointments Commission nominated under subsection (6) than nominated under subsection (5).

    (8) For the purposes of this section, a registered political party is one registered under the provisions of the Registration of Political Parties Act 1998.'.


Review Committee (No. 1)

    '(1) The Secretary of State shall establish a Review Committee to consider the functions and powers that shall be exercised by the House of Lords from the day on which this Act comes into force to the day twenty four months after the publication of the final report of the Joint Committee of both Houses of Parliament announced in Command Paper 4183.'.

    '(1) The Secretary of State shall establish a Review Committee to consider the functions and powers that shall be exercised by the House of Lords from the day on which this Act comes into force to the day twenty four months after the publication of the final report of the Joint Committee of both Houses of Parliament announced in Command Paper 4183.

    (2) No provision of this Act shall have effect until the Review Committee has reported.'.


Review Committee (No. 3)

To move the following Clause:—

    '(1) The Secretary of State shall establish a Review Committee to consider the functions and powers that shall be exercised by the House of Lords from the day on which this Act comes into force to the day twenty-four months after the publication of the final report of the Joint Committee of both Houses of Parliament announced in Command Paper 4183.

    (2) The Review Committee shall include recommendations for:—

      (a) the House of Lords to subject a bill to scrutiny prior to its first reading in that House;

      (b) a joint committee of both Houses to consider each draft statutory instrument laid before Parliament by a Secretary of State with a view to referring certain such drafts to a committee of the House of Lords for further consideration before they are enacted;

      (c) a committee of the House of Lords to scrutinise any statutory instrument that is meant to meet a Community obligation of the United Kingdom;

      (d) the period of time by which the House of Lords may delay legislation;

      (e) the establishment of select committees in the House of Lords to scrutinise each Department of State; and

      (f) the committee stage of bills in the House of Lords to be taken by the select committee of the Department of State that is responsible for the bill.'.


Senior Salaries Review Board

    '(1) The Secretary of State shall ask the Senior Salaries Review Board:

      (a) to review the salaries and expenses paid to members of the House of Lords; and

      (b) to detail the costs of their recommendations.

    (2) The Secretary of State shall lay the final report of the Senior Salaries Review Board before each House of Parliament.'.


Purpose of Act

    '.—The purpose of this Act is to make interim provision for the membership of the House of Lords pending further legislation to substitute for that House a Second Chamber constituted on a different basis.'.


Addresses for removal of Comptroller and Auditor General

    '.—No address shall be agreed by the House of Lords for the removal of the Comptroller and Auditor General under section 3 of the Exchequer and Audit Departments Act 1866 except on a resolution of the House on which, if it is passed on a division, the number of those voting in favour is not less than two-thirds of the total number of the members of the House.'.


Peerage of Scotland

    '(     ) This Act shall cease to have effect and the repeals referred to in section 3 shall be ineffective when the present Parliament is dissolved unless a subsequent act has been passed affecting the composition of the House of Lords.'.
