    (2A) The provisions listed in subsection (2) shall come into force only when—

      (a) the NIRS2 computer system holds all national insurance records and is fully operational; and

      (b) no payments reliant on national insurance contributions have been outstanding for a period of more than thirty days; and

      (c) compensation has been paid to any person owed payments which have been delayed in such a manner as to indemnify them fully from any financial losses consequent on such delay, including any interest which may be appropriate.

    (2B) In subsection (2A) above "compensation" shall include compensation for any opportunity losses arising from lost investment in private pension schemes due to non-payment of rebates of national insurance.'.

Protection of employment rights

*To move the following Clause:—

    '. Notwithstanding any other provision of this Act, an employee of a government department or public body who is transferred to another such department or public body in accordance with this Act shall be entitled to the same terms of employment as those to which he was entitled before transfer, and shall suffer no reduction in remuneration, pension entitlement, retirement age or any other employment right or benefit as a result of transfer.'.
