'Animal Trade Compensation Boards

Constitution of Boards

    1. Each Board shall consist of—

    '(a) a Chairman appointed jointly by the appropriate authorities

    (b) such persons numbering no more than eight and not fewer than five who appear to the appropriate authorities to have relevant expertise in fur farming, veterinary practice, wildlife protection and the valuation of businesses.

Tenure of office

    2. (1) The Chairman and each member of the Board shall hold office for a period of not more than three years.

      (2) The Chairman or a member of the Board—

      (a) may resign office by notice in writing to the Secretary of State; and

      (b) is eligible for re-appointment if he ceases to hold office.

Role of Boards

    3. (1) The Boards shall advise the appropriate authorities on any matters relating to the structure and implementation of the compensation scheme provided for in section 5 of the Act, including the resolution of any dispute as to a person's entitlement to payments under a scheme or the amount of any such payments.

Disbandment of Boards

    4. The appropriate authorities shall disband the Boards and wind up their affairs when in their opinion their role has been completed.

Staff and accommodation

    5. The appropriate authorities may, with the consent of the Treasury, provide such staff and accommodation as the Boards may require.

Remuneration and expenses

    6. The appropriate authorities may pay to the Chairman and members of the Boards such remuneration and allowances as the appropriate authorities may, with consent of the Treasury, determine.'.

'Farm Conversion Scheme

    The businesses which qualify for grant in aid as alternative rural enterprises are businesses:

    1. Involving the keeping of animals for purposes other than the commercial value of their fur, including:

      a. breeding, keeping and sale of animals or birds as pets

      b. breeding, keeping and sale of animals or birds as pedigree breeding species

      c. breeding and keeping of animals and birds in a farm zoo

      d. breeding and keeping of animals and birds in an animal refuge centre

      e. keeping of animals or birds in breeding kennels or aviaries

    2. Involving the conversion of the buildings to:

      a use for other animal husbandry activities

      b. use as a farm museum

      c. use as a visitor's centre

      d. use as tele-cottaging offices

      e. use as rural workshops

      f. use as tourist or holiday accommodation

    3. Involving elements of 1 and 2 above and any other alternative rural enterprise including those made by order of the Secretary of State.'.
