Require the Secretary of State to make regulations on the fitting, maintenance and use of bells on pedal cycles.

BE IT ENACTED by the Queen's most Excellent Majesty, by and with the advice and consent of the Lords Spiritual and Temporal, and Commons, in this present Parliament assembled, and by the authority of the same, as follows:-
 

Secretary of State to make regulations under s. 81 of the Road Traffic Act 1988.     1. Not later than 12 months after the passing of this Act, the Secretary of State shall make regulations under section 81 of the Road Traffic Act 1988 (regulation of brakes, bells etc. on pedal cycles)-
 
 
    (a) prohibiting with immediate effect the sale or supply of any pedal cycle which is not fitted with a properly maintained appliance for signalling approach;
 
    (b) prohibiting from a specified date the use on a road of any pedal cycle which is not so fitted;
 
    (c) requiring such appliances where so fitted to be maintained in proper working order;
 
    (d) regulating the use of such appliances on a road; and
 
    (e) making such other relevant provision as in his opinion is necessary.
Short title.     2. This Act may be cited as the Bells on Pedal Cycles Act 1999.
