    '(1A) For the purpose of carrying out their duty under subsection (1) representatives of the bodies mentioned in that subsection shall—

      (a) meet at least twice a year in public to discuss partnerhsip arrangements;

      (b) invite representatives from each Community Health Council, Local Medical Committee, Local Dental Committee, Local Optical Committee and Local Phamaceutical Committee operating within the areas of the bodies in question to any meetings referred to in (a) above; and
