Contingency Fund

Mr. Swinney: To ask the Secretary of State for Scotland what is the current amount of his Department's emergency reserve or contingency fund; and what amount he proposes it should be in each of next three financial years. [65813]

Mr. Dewar [holding answer 18 January 1999]: The Scottish Office does not have and has no plans for an emergency reserve or contingency fund. After devolution it will be for the Scottish Parliament to decide whether it wishes to set aside resources for this purpose.

New Opportunities Fund

Mr. Swinney: To ask the Secretary of State for Scotland if he will provide a breakdown of projects receiving assistance under the New Opportunities Fund in the current financial year; what funds have already been earmarked (a) in total and (b) by project where already allocated for the next three financial years; and what percentage will be under the control of the Scottish Parliament. [65796]

Mr. Galbraith [holding answer 18 January 1999]: National Lottery funding is not subject to annuality. Current estimates of cash allocations for the first three initiatives over the next four years, and of the percentages allocated for Scottish projects, are as follows:

The New Opportunities Fund will be inviting applications under these initiatives over the next few months. My right hon. Friend the Secretary of State for Culture, Media and Sport has also published a consultation paper on three further possible initiatives to be funded by the New Opportunities Fund over the next four years. £400 million is expected to be available for these initiatives, but its division among them and the percentages to be allocated to Scotland have not yet been

determined. My right hon. Friend the Secretary of State for Scotland will make an announcement shortly on the involvement of Scottish Ministers in National Lottery distribution after devolution.

Empty Homes Initiative

Mr. Swinney: To ask the Secretary of State for Scotland if he will provide a breakdown of all allocations of money over £10,000 made under the Empty Homes Initiative in the financial year 1997-98; if he will give the allocations over £10,000 already made under this programme for financial years 1998-99 and 1999-2000; if he will give (a) the amount allocated to running costs and (b) the total funds available for each of the next three financial years; and what percentage of this will be under the control of the Scottish Parliament. The running costs associated with the Empty Homes Initiative are covered within the Scottish Office administration budget. Over the next three financial years, 1999-2000, 2000-01 and 2001-02, a further sum of up to £15 million has been identified for the Initiative and local authorities have been asked to submit proposals by 12 February. All Empty Homes Initiative funds will come under the control of the Scottish Parliament.

Mrs. Ewing: To ask the Secretary of State for Scotland how many applications have been received to date under the Empty Homes Initiative broken down by (a) council and (b) amount. [66267]

Sixteen authorities were awarded a total of £2 million for 1997-98 and 27 authorities were awarded a total of £7 million for 1998-99. In November 1998 local authorities were invited to submit applications by 12 February 1999 for funding in the three years from 1999-2000 to 2001-02.

From 1 July 1999 the Empty Homes Initiative will be a matter for the Scottish Parliament.

Challenge Fund

Mr. Swinney: To ask the Secretary of State for Scotland if he will provide a breakdown of allocations of money over £10,000 made from the Challenge Fund in the financial year 1997-98, indicating allocations over £10,000 already made from the fund for financial years 1998-99 and 1999-2000; what is the total available under the fund for each of the next three financial years; and what percentage of this will be under the control of the Scottish Parliament. [65952]

Mr. McLeish [holding answer 18 January 1999]: The information is set out in the tables. The allocations shown are fully committed for those projects that were successful in the 1997-98 Central Challenge Fund and the 1997-98 and 1998-99 Transport Challenge Funds. These resources will come under the control of the Scottish Parliament.
