Mr. Swinney: To ask the Secretary of State for Scotland if he will provide a breakdown by (a) local authority and (b) policy objective of the money made available for child care projects in financial years 1992-93 to 1997-98; what money has been allocated for child care by policy heading and local authority in financial years 1998-99 and 1999-2000; what are the proposed total amounts to be made available for child care over each of the next three financial years; and what percentage of this will be under the control of the Scottish Parliament. Mr. Galbraith [holding answer 18 January 1999]: Grant Aided Expenditure (GAE) for children's services provided by local authorities for the years 1992-93 to 1999-2000 is shown in Table 1. It is for authorities to determine the proportion that may be spent on child care projects.
In addition to this funding, following the publication of the Green Paper "Meeting the Childcare Challenge: a Childcare Strategy for Scotland" (Cm 3958) an additional £4.7 million has been made available in 1998-99 to develop and support child care generally. Of this, £3.8 million was allocated to local authorities. The breakdown by authority is given in Table 2. Also in

1998-99, an extra £515,000 was allocated to Scottish Enterprise and £50,000 to Highland and Islands Enterprise to support the child care strategy.
Following the Comprehensive Spending Review, a further £49 million will be available over the three year period covering 1999-2000 to 2001-02 to support implementation of the child care strategy. £33 million of this will be allocated to local authorities: £5.75 million in 1999-2000, £13.75 million in 2000-01, and £13.75 million in 2001-02. In addition, £42 million will be made available to local authorities over 1999-2002 to expand support for families with very young children in areas of greatest need: £9 million in 1999-2000, £14 million in 2000-01, and £19 million in 2001-02. The breakdown of funding by authority for 1999-2000 is given in Columns 1 and 2 of Table 3. Decisions on allocations of funding to individual authorities in later years will be taken in due course.
A new Children's Services Development Fund totalling £36.7 million over 3 years from 1999-2000 was announced in November last year. The Fund will help provide improved advocacy for children, extension of fostering services and expansion of support for families with very young children. The first year allocations are set out in Column 3 of Table 3. Allocations for later years will be determined in due course.
This funding will come under the control of the Scottish Parliament.

Mr. Swinney: To ask the Secretary of State for Scotland if he will provide a breakdown by (a) local authority and (b) policy objective or project over £10,000 of the money made available through the Excellence Fund to support children's learning in financial year 1997-98; what moneys have been allocated by policy objective or project or by local authority under the Excellence Fund in financial years 1998-99 and 1999-2000; what are the proposed total amounts to be made available under this heading for each of the next three financial years; and what percentage of this will be under the control of the Scottish Parliament. Mrs. Liddell [holding answer 18 January 1999]: The Excellence Fund for Schools was announced by my right hon. Friend the Secretary of State for Scotland on 15 July 1998. The Fund will operate for the three years 1999-2000, 2000-01 and 2001-02 and comprises a Core Programme and a Special Programme. The £322 million of the Core Programme will be allocated by formulae to authorities in accordance with Scottish Office Education Circulars 4/98, 6/98 and 9/98 copies of which have been placed in the library.
